Annual survey by Sophos found that together United States and South Korea generate majority of spam. The survey was concerned with the physical locations of the servers, not the citizenship of the spammers themselves.

Canada ... 5.71%
Brazil ... 3.34%
Japan ... 2.57%
France ... 1.37%
Spain ... 1.18%
United Kingdom ... 1.13%
